Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Investigates and analyses problems and business processes and requirements, including impact analysis of change on all systems and business areas, for projects up to high complexity in order to recommend appropriate solutions.
Determines scope and prepares detailed requirements documents for tasks and projects up to high complexity to ensure scope and business requirements are understood and acceptable to all impacted areas.
Conducts feasibility studies and perform cost benefit analysis to determine viable solutions for process improvement needs.
Facilitates and functions as a liaison between business and technical units and works with programmer analysts to design solutions to meet business requirements.
Leads cross-functional teams involved in project development and/or implementation
Provides direction to internal and external users and assists in the effective and efficient resolution of issues.
Identifies opportunities for application services to ensure high quality in all deliverables and continuous improvement in application development.
Conducts on-site assessment of technology and processes.
Researches current technology and its function within the enterprise and applies specialized technical knowledge to improve business processes through technology application.
Manages information systems projects, technical support activities, and network and business operations
Plans, tracks, and communicates activity status to customers and management
Writes technical and business documentation (including training manuals)
Purchases, installs and implements software applications and hardware
Trains users on software programs
Tests delivered systems solutions and monitors systems after implementation to ensure they satisfy requirements.
Provides mentoring to support analysts and business analysts in order to help them progress in their professional development and optimize performance.
Writes database reports, provides data analysis and tests and debugs software

Knowledge of the existing automated business applications and their relationships to each other and interfaces to outside systems
Knowledge of using computers and computer systems (including hardware and software) to program, write software, set up functions, enter data, or process information.
Knowledge of organizing, planning and prioritizing work.
Knowledge in keeping up-to-date technically and applying new knowledge to job.
Knowledge of problem sensitivity, able to tell when something is wrong or is likely to go wrong.
Skill in performing structured business analysis on medium to large projects
Skill in analysis, problem solving, critical thinking and decision making
Skill in teamwork, communication, innovation, adaptability, and decision making, along with a customer focus, results orientation, and business sense
Skill in defining database requirements and activities for application development as evidenced by previous work-related experience
Skill in systems testing of specification requirements
Skill in business or technical writing as evidenced by previous work-related experience
Skill in understanding and using standard application development design, report and project management tools
Ability to analyze, test and document
Ability to recognize a problem, not solve it.
Ability in programming and writing computer programs.
